Permits are required for a variety of things within cities beyond just buildings and structures.  Some of these include basic home improvement projects, including clearing of land, grading of driveways, sidewalk repairs, driveway repairs, repair of porches, siding, replacement of windows, any work within a critical area, any projects within a special flood hazard area, replacement of a propane tank, retaining and landscape walls under 4 feet, and even renting of a new business space for your business.  These are just a few examples. 

DO NOT assume that you don't need a permit and don't take someone else's word for it.
